France's business landscape

The French defence market is structured around two segments.

1. Direct procurement by the State and the armed forces

This segment is strictly regulated. It primarily favours French or European suppliers and is difficult for Canadian companies to access.

There are, however, opportunities for companies offering:

  • high value-added technology
  • solutions that address needs not covered by French offerings

To access this segment, it is usually best to work in partnership with a French company.

2. Industrial collaborations

This segment is more accessible. Major French groups are seeking partners who can offer differentiated technologies, particularly to support their export programmes.

For Canadian companies, this is often the best gateway to the French market. These collaborations can also lead to long-term partnerships and integration into the French value chain.

France is an attractive market for Canadian defence companies offering differentiated technologies that are not subject to U.S. rules under ITAR.
